Gov. Malloy's proposed budget for fiscal years 2014 and 2015 includes $997 million for sewer and wastewater plant upgrades and keeping Long Island Sound clean. As proposed, there would be $447 million in grants and loans as of July 1, for local municipalities to request. As of July 1, 2014 there would be an additional $500 million for sewer and wastewater treatment facility upgrades. Most of the money is earmarked for expanding capacity at wastewater treatment facilities, upgrading facilities to better remove phosphorous and nitrogen from water systems, and separating city sewers into stormwater and sewage systems. Should the Gov.'s proposed water funding provision be approved, it would be the highest amount allocated for CT water systems since 2001
