Meet the IREM Members - Franco

Kathleen Franco has over 25 years of experience in the property management industry. During her years in management, Franco performed on-site and regional management predominantly in Mass., Maine, N.H., Arizona, and Washington state. Franco currently serves as president for the Metropolitan Boston Chapter of the Institute of Real Estate Management. Prior to being appointed an officer, she served as an executive council member and completed a two-year term as the Accredited Resident Manager (ARM) coordinator. Franco's property management experience includes hands on experience in federal affordable housing programs, Teller and SHARP programs (Massachusetts affordable housing programs), Section 221(d)(4), 236, Low Income Housing Tax Credit properties, conventional housing, condominium management, commercial real estate, management of a public housing authority's Housing Choice Voucher Program, and oversight of several non-profit housing portfolios comprised of various supportive and affordable housing initiatives. Kathleen served as President of the New England Affordable Housing Management Association (NEAHMA) from 1997 to 1999. In this capacity, Kathleen spoke and represented NEAHMA in Massachusetts, Connecticut, Rhode Island, Vermont, New Hampshire, Maine, and Washington, D.C. Kathleen currently is a Director Emeritus for NEAHMA serving on various committees. Kathleen served as the 2007 President of the Granite State Managers' Association. In this capacity, Kathleen directed the organization's growth, financial stability, and educational programming. In this position, Kathleen was required to work directly with the national organization, located in Chicago, to assess and verify applicant's experience and training in order to qualify for the Accredited Resident Manager (ARMR) designation, oversight of annual training programs for ARMR applicants, and compliance of the ARMR Committee to the by laws of the Institute of Real Estate Management. Kathleen holds several designations and certifications including the Certified Property Manager (CPMR) and Accredited Resident Manager (ARMR) from the Institute of Real Estate Management, Certified Assisted Housing Manager from the Quadel Consulting Corporation, National Affordable Housing Professional - Executive (NAHP-eR), Specialist in Housing Credit Management (SHCMR) and Housing Credit Certified Professional (HCCPR) from the National Affordable Housing Management Association. In additional to Kathleen's professional designations, Kathleen was named National Affordable Housing Professional Executive of the Year 2000 from the New England Affordable Housing Management Association (NEAHMA). In December of 2001, Kathleen was the recipient of the Metropolitan Boston Chapter of the Institute of Real Estate Management's Accredited Resident Manager of the Year.
