Piltch, instructor for LIHTC training course November 30

Wallingford, CT LIHTC training  instructed by Debbie Piltch and held at Belfor Property Restoration Office, with 35 students from many several property management companies. The training was held on November 30. 

Piltch is an attorney with considerable expertise in discrimination law and housing law. She worked for more than five years at the Disability Law Center (DLC) in Boston, representing low-income individuals in cases involving discrimination in housing, employment, public accommodations, and education. She also designed and conducted training for consumers, and public and private entities on disability discrimination law. While at the DLC, she served on the Department of Housing and Urban Development’s (HUD) taskforce responsible for making recommendations to the secretary of HUD regarding complicated occupancy issues in public and assisted housing. She wrote the section of the report on reasonable accommodation in relation to persons with drug and alcohol addictions.

 The focus of the training was on an effective process staff can use when processing applicants to determine eligibility including:

• The standard for documenting eligibility; 

• How to self-audit before moving someone in; and

• Why staff needs to take great care when qualifying household’s at initial certification and at recertification.

The overview was on tax credit programs including the key players, income student status eligibility, rules specific to the program, eligibility income,  verification and calculating rent; tenant selection and waiting list management and application checklists.
